What is the secret to Baikal Spring ice consistently being good?Is the Event held at the same location each year?

This is an interesting article about the ice on Baikal. Something to do with "fast ice".

Ice Melt on Lake Baikal

"Fast ice is anchored, or fastened, to the shore and does not move with the winds or currents. It usually persists longer than ice that forms over deeper water."

Interesting,much like the Bay here in Thunder Bay.Does that area receive very little Snow?
