NOTICE OF RACE
NORTH AMERICAN DN CHAMPIONSHIP


February 22-27 2016

Organizing Authority: International DN Ice Yacht Racing Association.
Hosts: North American Central Lakes Region
Primary site: Central Lakes Region

RULES
All races will be governed by the Racing Rules of the National Iceboat Authority, the Bylaws of the IDNIYRA as stated in the sections IDNIYRA Regattas, Racing Rules, the DN Official Specifications, the Notice of Race, including any amendments to the NOR,(except as any of these are altered by the sailing instructions) and the Sailing instructions.

RACE SYSTEM
As modified in the ByLaws the Regatta will have 14 races scheduled per fleet.
Cancellation of races in one fleet shall not affect races in another fleet. There shall be three fleets. After 5 races are completed, the points for each yachts poorest race ( including DNS, DNF and DSQ) will be eliminated from Scoring. After 12 races are completed, the points for each yachts second poorest race (including DNS, DNF and DSQ) will be eliminated from scoring, with the exception that, following a hearing, the protest committee may, at its discretion, award a score of DNE to a disqualified yacht that has been found to have dangerously violated NIA Rules Part IV, Sailing Rules, and this race shall not be eliminated from scoring. The next worse score shall be eliminated.
Races shall be sailed under the rules of the National Iceboat Authority and those of the IDNIYRA.

1. ELIGIBILITY
All DN class yachts meeting the requirements of the DN official specifications and who's skippers meet the requirements of the bylaws of the IDNIYRA as stated in sections IDNIYRA Regattas are eligible to enter and race in the championships.
A. All participants shall provide proof of $300,000 personal liability at time of Registration.

1. SITE INFORMATION
     A. THE primary site is in the North American Central Lakes Region.
     B. Site and Headquarters information will be posted on the DN America Forum.


1. ENTRY, DEADLINE AND FEE
     A. Each skipper shall register on: ice.idniyra.org
          The Entry fee shall be paid in U.S. Dollars.
     A. The entry fee is $110.00 (USD) if paid prior to December 31, 2015.
     A. The entry fee is $150.00 (USD) if entered after January 1, 2015.
     A. No entry fee will be accepted after the close of registration (refer to schedule
         of events)
1. Novice Entries
    A. Novice DN racers may enter the Regatta with the payment of two years       
        association dues. No other event registration payments shall apply.
    A. A sailor shall be classified as a Novice if:  that person has never
        belonged to the IDNIYRA, or their membership has lapsed for 5 or more
        years. A Novice must comply with all other entry requirements.
     

1. SCHEDULE OF EVENTS

> December 31, 2015---deadline for early entry
> January 1, 2016 -------double entry fee becomes effective
> February 17, 2016 9:00 EST primary site info to be posted on DN America   
   Forum
> February 21, 2015 5:00 pm To 9:00 pm local time Final DN North American
   Championship REGISTRATION and CHECK IN in at headquarters listed on DN   
   America Forum. Late phone check in registration information to be listed
   on the forum.
> Opening Flag ceremonies follow registration
 
> February 22, 2016 first race at time stated in sailing instructions.
> February 26, 2016 racing is concluded unless 3 races in each fleet  have not
    been completed by sundown Friday, racing shall continue until sundown
    on  February 27, 2016.
1. Sailing instructions to be available to all competitors at time of final
    registration.

1. PRIZES shall be awarded at race headquarters at 7:00pm at race
    headquarters after the regatta is completed.
  A. Prizes shall be awarded for first thru Tenth place in each fleet, Top Grand Master,
      Top Master, Top Senior, Top Junior and Top Novice.

There WILL be online registration available.  Its not up yet, because I am trying to make sure I don't make any mistakes. Embarrassed  Contrary to popular belief, I am not a web-guy, and it takes me double or triple the time of a qualified individual to make things happen. 
I was hoping to have it up at the same time the next Runner Tracks is released.

Lengthy specifics, such as hotel information will likely not be available on the hotline due to short recording periods.

Facebook is not the official medium for informing competitors, but may be used to inform or entertain the public.

Please bear in mind if travel takes us through Canada or remote locations, cellular or internet connections will be sparse.

The next notification will be on or before Wednesday evening 2/17/2016 @ 10:00 PM

2016 North American DN championship

We currently have a handful of potential sites throughout northern Michigan and Wisconsin under consideration.
Due to future weather considerations the Call for a location of our upcoming Regatta will be delayed until Thursday evening as conditions will be changing rapidly.

To help with those attempting to get a head start (like those Nova Scotians), I wish to give an update that as of this time the following locations have NOT BEEN RULED OUT:

Mallets Bay, Lake Champlain
Grand Traverse Region of Michigan
Wisconsin
Thunder Bay, Canada

That is not to say that we won't get more new sites reported this evening, but this is a heads up. Please do not attempt to call hotels and reserve your rooms ahead of time. This makes it difficult for us to negotiate our group rates and drives the cost of the class expenses up too. So far it looks like potential venues have good vacancies now as well.

More around 10PM. If later, it's for a good reason - Trust us!

The City of Madison, Wisconsin will be our host for the 2016 DN North American Championships. Green Lake, WI is a back-up site.
Due to a wrestling tournament in the city, the downtown hotel situation is less than Ideal. Please bear with us until Noon Friday so we can work out the best solution for our group.

Scouts will continue to check Lakes Mendota, Menona, and Kegonsa to determine the best ice and launch situation.

So sit tight, drive safe, and tune back in Noon Friday for the Hotel information. Launch information will hopefully be posted Friday night.

The Country Inn and Suites in Madison at 608-221-0055 has a block of 20 rooms on hold for Saturday-Thursday check out.
They show booked full Thursday night per Carol, the sales manager. It is close to the AmericInn with all the amenities. Rates negotiated ask for Iceboat Group rate of $109 for 2 queens or $119 for King suite with another hide-abed

PRIMARY LAUNCH SITE:

Olin Park, Madison, WI.

DO NOT DRIVE ON THE ICE. You can push trailers on the ice. There will be an ATV to help on Sunday. Another option is to carry on and leave your trailer attached to your car—if you do this you can legally park in the designated stalls for vehicles with trailers, which are closest to launch. YOU WILL BE TICKETED If you park in a stall designated for vehicles with trailers and you don't have a trailer attached.

DO NOT BLOCK THE RAMP. If there are ice fishermen waiting to drive on with an ATV, please be courteous and let them go first. The ice fishermen are held to the same standard as we are, but they tend to be quite vocal and we don't want to give them a reason to complain about us to the City of Madison.

A DAILY PERMIT IS REQUIRED AT THIS LANDING. Parking out on the road is free.

1. There is a box to collect the fee at the landing. Check or cash accepted.

USE THIS LAUNCH SITE IF YOU MUST DRIVE ON.

Drive on at the landing, drop your trailer, immediately pull off the ice, and park on the street. YOU WILL GET A $350 TICKET IF YOU LEAVE YOUR CAR ON THE ICE. Dane County requires a Lake Access Permit at this landing which must be displayed on your dashboard. Contact exec.secretary@ice.idniyra.org for a copy of the Lake Access permit.

There is a box to collect the fee at this landing. Use above for online payment option.

Registration and opening Ceremonies

Registration will be Sunday afternoon in the grand room (where breakfast is served) of the headquarter hotel.
The 4lakes ice yacht club-sponsored party and opening ceremonies which commence at 5 PM on the ice at Olin park. Due to conflicting schedules, we will begin registration at 3PM, take a break for the ceremonies from 5-6:30. Then resume registration from 6:30-9.
Please call or text Kent Baker 419 509 5526 if you are enroute and cannot make the registration 9PM deadline.
