DN 5449:
A word on process: IDNIYRA by-laws require that the site be sailed by a ranked sailor before selection. We did discuss whether any Wisconsin or Minnesota sailors could sail Thunder Bay, if the snow forecast goes away. Without that 'ranked sailor' assessment choosing Thunder Bay would be problematic, unless it was the only choice. Rice lake, however attractive, is equally problematic.
Sometimes By Laws need to be revisited and adjusted.This one in particular makes no sence to me.In this day and age when we have YouTube videos,Internet access ,photos that can be sent .
Having said that anyone from MN or WI is more then welcome to come up and enjoy the conditions we have here right now.The way the Canadian Dollar is now you can get a nice Cold Canadian Beer for about $1 US.
Untill then I think I will just continue to enjoy the great conditions we have here.

It is important to note that it does not include Mailed entries, and most of the European entries.
My total count right now is at 61 -which is pretty good I think.

I have not found any mention in the By-Laws regarding the use of ice reports from ranked vs. non-ranked sailors. I may have missed it as my eyes and mind aren't as sharp as they once were.
When collecting our reports, we have to weigh in on the accuracy and reliability of the report. Traditionally, a "ranked" sailor had the "cred" to give reports. Now it is important (as Madge points out) to recognize any report from a sailor who has large regatta experience and is armed with video, pictures, GPS tracks to verify course size, and of course verifiable weather forecast reports. Additionally, they need to verify Launch facilities, make sure the event is legal and if necessary get permits, and finally find and negotiate with a hotel for our group to stay, and for comp or reduced rate rooms for the Race committee members.
Finally, they have to be able to accept that after going through these efforts, there still might be a better venue, and we may choose theirs as a "back-up" site or not at all.
This is what our scouts do. If you have good ice please keep us in the loop. We will consider all reports, even from "unranked" sailors as long as they give me the means to back it up!

Yes that is part of of the deal,but just maybe there could or should be some reward or compensation for Scouting ice.Maybe a free one year membership to the Class or a reduced entry fee to the Event? I know a thank you is nice ,but hard to expect some people ,who have in the past driven 100+ miles out of there way in order to find ice for all to play on.
(Not saying this applies to every case,like if someone is sailing on there home ice and just reporting it)
